Since we first heard that Shibuya Ward was planning to start dismantling the temporary government buildings on June 5, we had repeatedly asked ward departments in charge to meet with everyone sleeping in the area to discuss the plans, while urging ward officers not to dispose of any property or lock the facility in the meantime. However, Shibuya ward has flagrantly undermined the effort we invested in working with them and instead chose to evict everyone despite a lack of legal basis. Moreover, while civil servants were aggressively responding to our protests, two people were unjustly arrested.
The officials at the frontlines of this eviction were the same as those who violently manhandled one person during the 2010 eviction from Miyashita Park, later ruled by the Tokyo high court as illegal.
People staying at this temporary government building were, in fact, evicted from Miyashita Park in 2017, when Mitsui Fudosan and Shibuya Ward sealed off Miyashita. The mayor of Shibuya Ward, Ken Hasebe, has stood by these deplorable acts and the destruction they wreak on the lives of homeless people. We find this to be unforgivable.
Additionally, on the same day, Shibuya Ward installed temporary enclosures in parts of Mitake Park, although in an earlier explanatory meeting with local residents they had stated they would not enclose these areas until June 5th. By breaking their word, they are clearly violating principles of public trust. Moreover, Shibuya Ward has not yet offered any explanation to park users at all.
We strongly oppose the action of the government of Shibuya Ward, who has ignored talks and broken promises, all for the purpose of evicting people in a rush to proceed with construction work.
